[Here's a rare sight in the library, bright and early in the morning: Fou-Lu, seated at a table with several books, eyes slowly scanning a page of one open directly in front of him as he chews on a completely plain bagel. A dictionary is propped open nearby, which he often pauses to reference. After a particularly repetitive period of back and forth with a particularly rough sentence, he sighs and glares down at the text, as though giving it the evil eye will suddenly make it easier to read. It was cathartic, if not helpful, so he opens up an encyclopedia and starts hunting through it.]
[It's not that he's illiterate. The god-emperor can certainly read! ... on the same level as a 9-year-old, assuming 9-year-olds learn the compounds for words like "treaty negotiations" and "troop deployment" along with basic phonetics that let him sound things out, but don't necessarily produce meaning. While this shortcoming is usually not a problem, Fou-Lu knows he can't keep relying on others to feed him basic information on subjects he's unfamiliar with. Sitting down with an education module and starting from the beginning would probably work better, but Fou-Lu is not ready to give up on the sink or swim method.]
