[Lockon, simply enough, didn't have the time or inclination. It was hard to find anyone else to share his life with in that way, especially since it was so tragically up-ended with the death of his family. The entire ordeal, and resulting bureaucratic mayhem that ensued with trying to balance his brother and himself in the system for the last year they were still minors, was enough to pretty much kill that drive completely.
