Understandably so, Sentience. However, it seems that, under certain circumstances, you are willing to allow individuals to arm themselves, such as the Defense Force, for the good of the population. But as you are no doubt aware, the Millennium Earl and his Noah present a different sort of threat entirely -- one that even the able Defense Force would not be able to stop.
Innocence by its very nature only harms Akuma -- demons created by the Earl. We of the order will not use Innocence for any other purpose; it is God's weapon against the Akuma, and the only one that is effective. If given the Innocence in its elemental state, I would be able to ensure that the population is safe from Akuma. And as Innocence presents a drain on the user here, you would have added reassurance that it will be safe for the other inmates.
And beyond that, I will give my word as a Supervisor of the Black Order that the Innocence would never be used to harm an inmate who is unrelated to the Akuma.
