Everyone is guilty of the actions the warden has accused them of, but they aren't necessarily all crimes. Neither are most worthy of jail.
[In Yuuki's mind, it's important that people not start off their stay here thinking they are a criminal or some sort of bad person. That is not the case.]
The warden deals in absolutes, but the world isn't just black and white. He doesn't attempt to take circumstances into account. And he treats all crimes as equal. So according to him someone caught jay-walking is just as deserving of prison as an individual who committed cold-blooded murder. The only difference is those who have not committed violent crimes (whether in self defense or not) arrive unchained.
