Actually, I'd say they hold completely opposite messages.
While Milton advocates that it's better to be your own man in a terrible place, Homer in turn says that it's preferable to be comfortable than to be in a ruling position. It's easy to draw parallells between serving in Heaven and being a servant above ground, just like ruling in Hell and being the king of kings among the dead are two ways to describe the same thing.
As for whether I agree with it or not... that's not really relevant, is it?
