It looks like they can support a lot more than we have right now.

And, if you think about how much housing there is in the main dome area, we certainly have the space for them.

[MOMO wasn't sure about numbers, either, which was disappointing for her. Her abilities had been curbed enough that she could never get a full count for the prison at any one time unless everyone crammed into a single space. Even the shelter had been bigger than the range she'd been allowed.]
