The Doctor certainly cares... He cares too much. He does his best to keep everyone trapped within his game, but he will never catch me in his web. While he continues to do what he believes is for people's best interests, I tell them the truth! The universe is dying, crying out for release, for euthanasia! He would leave it weeping, deluded and in pain. I shall bring about a swift end. It is a matter of morality. The Doctor believes in prolonging suffering for as long as possible, in the sanctity of life... I believe quality is more important.
The Doctor and I are much alike, two sides of the same coin. And as for the implication the Doctor doesn't kill people...
[More bitter laughter.]
Ask him yourself. See how he reacts. I could list to you, simply from my own interactions, a list of the dead following The Doctor's footsteps that would horrify you. Do you never wonder why he took up his role as the wanderer? Always moving on and never looking back? He dare not, out of shame at his actions. For all his idealised beliefs, The Doctor is too intelligent not to see the suffering he causes.
