As to the vampires, I believe it was an issue of equality, as well as safety. It was proposed that the vampires and hunters register on a list, however the vampires felt as though this was a way of tracking them unfairly, when many had never done anything worthy of being considered a menace. The hunters, of course, were concerned for the safety of the other inmates.
