I had spoken to Nakama on the matter prior to her approaching you - of course, she came to inform me of your response, as we'd intended on working on this together.
While you're only providing the information to her directly, she's still being permitted to share it with the other... inmates, as I understand it. Albeit with restrictions.
Providing a list of missing persons is both necessary and daunting. People - humans, require closure. While it may be painful to hear someone dear to them is missing - regardless of your intent to return them here - most would rather have access to this directly, not via word of mouth in passing.
It's something of a burden, yes. And not one any inmate should be forced to shoulder alone simply to protect the sensitivities of a few who may presumably be in the minority. It seems as if this is something that has been lost along the way; people will hurt more from not finding out in a direct fashion.
