My assumption was that you allow the inmates the freedom to break the rules provided they are willing to face the consequences. However, the consequences in this situation were extremely dire, and she was not aware of them. I understand why you need to be strict with her, but if the consequence had been known to her I believe that she would not have committed the act. My suggestion would serve the same purpose: taking away her freedom to choose disobedience. But it doesn't damage her.
The barrier prevents her from having all human contact, not just rule-breaking contact. Humans are social creatures and that sort of restriction is demoralizing and hurtful. Even if you allow her to form a license to touch one person for the rest of her life, she will outlive virtually everyone here, and she will never again be able to sleep in the same bed with a friend, or lean on someone's shoulders, or dance with a partner. For centuries. It's cruel.
