When messages bounce back from someone's phone does it mean they're gone? Owen wasn't in bed when I woke up this morning and I can't find him anywhere. Has the dome sent him home?

I got left with a house when my guardian was sent home. Well, he wasn't my guardian by that point because I'd turned 18 already, but still.
