That's an old question, aye. Let me explain it a little. We gunslingers don't create the Law, we follow it. It's centuries old. That stops the dinh of some barony from suddenly deciding he wants to tax folk into starvation or hang them for little crimes. The Law prevents it.
As for freedom, there's more back in Gilead than there is here. No gunslinger I ever met compelled people to register their magics, or threatened them with arrest for not attending a healer, or declared a fellow too young to take a drink, or said they were in need of bits of paper before they could do as they pleased. We're there to solve problems, not play bureaucrat and cause them.
It's a nice thought, improvement, but it's an impractical one. We're stretched as it is just trying to maintain what we have. You're certainly well-informed on the issues for a woman, though. I do admire that.
