Dear Sir:
Lady Malfoy has made contact with two of her French cousins through MC: Domitian Malfoy de Marigny and his daughter, Juliana Malfoy de Marigny. The girl is seventeen, and has been brought into the household. She was one of Séverine Black-Malfoy's informants, passing along the intelligence that she obtained while acting as hostess for her father's entertainments in occupied Paris almost a year ago. I am sure of her loyalties, and she has been here in the company of the Parkinsons for nearly a year, so she has no recent intelligence.
Apparently she was found out over there, and Sevvie got MC to take her out of the country because Domitian de Marigny had done a number of favours for MC and Mrs P. But Domitian was actively seeking a role in the government of occupied France before his daughter ruined his chances, and he wanted the Malfoy family holdings in Armorica. Lady Malfoy has agreed to accept wergild from Mrs P on her son's behalf, and Secretary Zabini thinks this is probably the most politic action, as it will avoid a scandal that will damage morale. I have not yet had the chance to fully explain to Lady Malfoy the level of danger Domitian de Marigny represents, but she does not permit him to travel freely within the Bois or to live in the Manor.
Domitian de Marigny is not a public figure. He could be made to disappear. I don't want him around here, even in the village, but I can't act against a member of Lady Malfoy's kindred. At the very least, he should be questioned.
