That totally makes sense! I think it's way more helpful, in most cases, to think about submission as an act that someone does, rather than "submissive" as a thing that someone is -- it leaves a lot more flexibility for how the individual character would approach the act.
...which is really just rephrasing your point. but yes. absolutely. ^^;
