Some things to keep in mind in the immediate aftermath;
Most people do not have the ability to apparate in and out of the Ministry at will. It is very much like Hogwarts, where apparition privileges would be heavily restricted to high-level heads of departments only. It would be too big of a security risk otherwise.
Departures would mostly be done via the Floo Network, though this would be controlled to only a handful of floos, to allow the Ministry the ability to check the bags and jacket pockets of people as they depart.
There is the option to leave through the 'front doors' of the Ministry, but all guests would still be subject to screening on their way out.
Priority for departure will be given to those deemed high-risk targets: Think the likes of Celestina Warbeck, Other Members of the Wizengamot, and while an attempt is made to have Harold Minchum, Roland Price, and Bartemius Crouch removed for their safety - Only two of them agree. Roland kindly tells them all to sod off - if they want to come for him, they're welcome to. Journalists will also be removed as a high priority for, well... obvious reasons.
There will be two registered Legilimens actively scanning the crowds for anything that could jump out at them: This is easier said than done with such a large group of people, and anything they do get, might not be easily pinpointed to one person. It could be a fragment of a memory, a sense of fear, very loud thoughts to anyone who doesn't have a natural inclination toward shielding. Last but not least, in case there was even an ounce of doubt from anyone present, as anyone who chooses to leave the Ministry on foot rather than wait for a Floo to become available, will walk outside to discover that there is a green, phosphorus skull in the sky with a snake coming out of its mouth - a much larger version of the one that appeared at Walpurgis in Hogsmeade.
— THE DAYS TO COME —
Obviously, the event happens on the 30th, and we're already on October 5th, so here's to cover what has been happening in terms of the Ministry...
The Ministry has been closed to everyone but essential staff since the event. Every member of staff would have received an owl informing them. The floo network to and from the Ministry has been cut off and anyone attempting to access it through less magical means, will discover that it is heavily guarded and there is no setting foot inside without an escort.
A thorough search of the Ministry will be conducted by Department Heads being escorted by hand-selected members of the DMLE. Department Heads - along with any essential staff they may feel are essential to conducting a thorough search, will go through section by section of their floor to account for anything that might be amiss.
Starting with those seated at the tables of Tiberius Fallon and Owen Pickering, people will be "invited" to come to the ministry for Interviews. Interviews will be conducted by the investigative team put together by the Ministry. It will include the presence of Legilimens.
— RUMOURS & SUPPOSED FACTS —
ST MUNGOS- The Hospital will take possession of the bodies and conduct what is essentially, a Wizarding Postmortem. While the results of these are a heavily guarded secret, this of course means that everyone in St Mungos is talking about the fact that they can't seem to identify a cause of death. The person seemed to just, drop dead and no matter how many tests they run, the manner of death remains a mystery and the manner of death for both men is identical.
WIZENGAMOT- There's been a lot of speculation over who will take Tiberius Fallon's seat on the Wizengamot. As of now, there appears to be heavy support for Clarence Carrow to take the role as he has long been a likely successor should a seat become available.
MEDIA REPORTING- All of this will, of course, be heavily reported by both The Daily Prophet and WWN. The focus of the articles will be on why these two men, in particular, were targeted and, for those who have been around the Ministry at all in the last week - Minchum's foul mood and raging about the bloody Prophet would suggest that despite the Ministry's attempts to calm things down, The Prophet (and WWN for that matter) isn't entirely playing ball this time - though they are, for now, steering clear of accusing The Ministry of complete incompetence. The emphasis seems to be on the abilities of those who did this. Building them up as a formidable opponent that even the Ministry cannot protect themselves from in their own 'house.
MINISTRY STATEMENT- The Ministry has communicated with the Media and released regular statements and press releases. This would have started immediately and would have continued in the following days. There would, however, be nothing particularly new to learn from them because law enforcement agencies do not comment on active investigations. The focus would be on condemning the acts, a promise for justice and information on the men who died.
THE THIRD DEATH-
1) As nobody found the body during the main event itself, his death was not widely circulated at the time of the incident. The area where this occurred was not in view of the public and nobody actively chose to investigate the incident at the time.
2) While it is not a secret that a third man died - The Ministry would have even released his name and said that there was a third casualty that evening - the media is not giving his death any coverage as the focus is very much on the two victims who people saw and heard die.
3) Lastly members of Law Enforcement, at least, would not be talking about his death, because they cannot talk about active investigations and all details around his death would fall under that umbrella.
CLARENCE CARROW- (Information given to writers of the Zine)
Publicly the Carrows, though that branch of them in particular, are considered conservatives but not seen to be purists (publicly). They're one of the many DE-connected families that know better than to wear their Purism for all to see.
Those with any knowledge of Politics, or the ability to overhear those talking about it would know that he has strong ties and support in various areas of the Ministry. He is well connected, not just in Britain but with International Wizarding bodies due to his work with the DIMC. He has no voting record that could be pointed to in terms of where he might stand on things. He would not be perceived to be far right, but is still a conservative.
Tiberius was also a conservative, and politically, on paper, they'd seem very similar. That said, Tiberius had an erratic voting record, especially in the last 3-6 months. There would have been a lot of rumours about his philandering and even suspected gambling. Both the left and the right of the Wizengamot would have seen him as a liability.
The left probably doesn't celebrate the prospect of Carrow coming in because, at the end of the day, he is a conservative, he is a Scared 28 pureblood with old money who moves in those circles, but the most scandalous thing he's ever really done was divorce his first wife and take a very young, second wife. Most people ignore that since the new wife 'gave him a son'. In those circles, things like that count for something.
As noted elsewhere, Clarence has long been favoured to take a seat on the Wizengamot.
— PLOT OPPORTUNITIES —
There will be plenty of plotting opportunities in the coming weeks and even months as things move ahead. That said, for now, the Investigative Team for the Ministry needs to be put together.
This will mainly consist of experienced members of the DMLE that would have been handpicked by Roland Price. The invesitigation will likely expand beyond this group, but the initial work will be done by these individuals, and then it will evolve and splinter off from there.
