Metro City was a shining beacon of the future, built on the bones of the war and housing the power brokers and fledging power sources. Since the fight, the freaks and dangerous types that hid in the shadows were being brought to light, kicking and screaming or otherwise. Some people welcomed them and some welcomed the potential they brought.
The trick about doing business without the credentials was getting your name out there. And it wasn't like you could post on Facebook "Good for untraceable assassinations" or "Bulletproof martial artist, 4.8 star bodyguard." So you had to have somewhere to show yourself off, to make yourself a reputation.
In the Midnight Pits, you did exactly that. Get into the fights, show your skills and capabilities, maybe catch the eye of a new contract or benefactor. The fights weren't supposed to be to the death (although it happened, and that could look bad as well), tap out or pass out. Plenty of bravos and mercs bled down on the sands to keep sharp, test themselves and prove their teeth to the invested spectators above. And surprise surprise, the Golden Types never seemed to come down on the Games. Possibly because the Games were run by someone powerful enough to bend the laws to his will?
