Magnar's powers aren't that powerful. At least not yet. Maybe if he gets a power boost he could do that, but not on his own. Atm, his power is most effective (and very effective and powerful) when he uses it to affect his own personal space. It's less powerful (hardly at all) when he's trying to cause major elemental changes or use it to affect something far away from himself. That just gave me a funny visual of Magnar with his own tiny, personal raincloud hanging right over his head, raining on him, like something you'd see in a cartoon, haha. Maybe he could pull something like that off. But Chester would have to share his cloud.
