Rodolphus sincerely doubted that Draco could understand true survival. While Lucius towed the proper line, he didn't do so with the brute force that the Lestrange's had been raised with. Then again, survival came in various forms. Still, Rodolphus doubted Draco had ever known true physical danger. He was a prince of sorts in the family after all.
