P     E     T     I     T     I     O     N We, the undersigned registered residents of the wizarding community of Great Britain and Ireland, hereby petition the Ministry of Magic's Department for the Regulation and Control of Magical Creatures (specifically the Werewolf Registry, Werewolf Services, and the Werewolf Task Force) to adopt and enforce a new policy which ensures that, during the three day long full-moon cycle, all registered werewolves are relocated to and transform in Ministry sanctioned facilities. We feel that this will aid in protecting our society from attacks such as that which took place in the village of Hogsmeade on Saturday, 03 October 1979 against six-year-old Brianna Hale. Given werewolves lose their human minds during their transformations, we believe it to be in the best interest of both those afflicted and of society as a whole, to do everything possible to debar them from attacking, killing or transforming other magical or muggle beings. We propose an improvement to the current system, which will make it mandatory for werewolves to transform during the full-moon cycle in the Ministry facilities that have been made available for use, but that are HUGELY unused. Attacks such as the recent incident in Hogsmeade make it clear that the current level of support is insufficient. Please, for the safety and sanity of humans and werewolves alike, hear our request.
