Hey. Riley here, reporting for duty and all that good stuff. As for plot related stuff concerning good ole Captain America...well, that's actually kind of a good question.
I've read through all the plot information (Which is pretty spectacularly impressive, by the way, in terms of the effort that must have gone into making it, so my hat's off there.), and it kind of raises some questions of what kind of role CAN Riley play, in the long term? Theoretically, he could contribute quite a bit. He's got several hundred well-trained troops with cutting edge super tech at his command, and when things REALLY get bad, what with Satan's army and all, he could even call in the military proper. But at the same time, it seems pretty clear that the actual resolution to the plot is sort of largely reserved for the usual big players...which is okay, don't get me wrong. Buffy and Angel have always been the big guns, as is only right and proper. But you've got Angel, who's supposed to kill Azrael, and Buffy will call in the armies of Heaven to actually bring about victory for the good guys.
So what's left, is my question. Not that this is all known yet, but the eleventh seal speaks of "Hell's first victory on Earth." So is there any room for humanity to mount any sort of effective resistance on its own, or does that mean everything that the authorities might throw at it (National Guard, Air Force, etc.) needs to be totally impotent? And for that matter, another of the seals speak of the human race just going batshit loco and being at each other's throats. How far is that supposed to go? Is it just the supernatural champions who won't be affected? Will Riley, the Initiative, and for that matter all the other human characters be largely incapacitated when Hell's armies rise?
So...yeah. I'd love to participate in any way I can, but awaiting clarification on some of that, I'm not sure what's possible. Now, if all you meant was brainstorming in the short term, then let's see.
Assuming the meeting in progress not only expands to more than just Riley and Giles, but actually goes well and leads to some sort of alliance, then I imagine we could have some fun with it. I'm not immediately sure what Riley could contribute to the overall intelligence about what's going on, since he's pretty in the dark at the moment, but if there's a war coming, he could probably help to prepare, perhaps by just helping to scour the globe for the largest mystical arsenal possible. I figure rapid, long range force projection would kind of be a specialty of theirs.
Would anyone be interested in collaborating on something like that? The Watcher's Council has always heard rumors of some artifact, but it's kept inside an ancient temple inside a secret valley hidden in the Himalayas and guarded by an army of yetis? Jetpack paratroopers have it covered. And make no mistake, whether that actually happens or not, it's one of my goals to use jetpack paratroopers. Some obscure herb needed to kill some even more obscure demon is located in the deepest, darkest Amazon? The Initiative could have an armed force, whether it be just their own guys or some Slayers and Watchers as well, there in no time. Basically, if the good guys don't know exactly what they'll be facing, the Initiaive can help by combining what they invent with what they can find to build up a ready stockpile of ways to kill just about anything they can think of.
In the even shorter term...well, the timing is wrong for me to take up the sparring offer, even if Eliot would be interested in that with Riley anyway. But if those two DO get along, I imagine Eliot and Xander are the resident Slayer/Watcher war tactics guys? Riley could probably give them a hand with that one, especially when it comes to squad and platoon level tactics.
