Well... how about "people who aren't concerned because they haven't heard the rumours yet" or even "people trying not to panic whilst the evacuations are reaching them, oh-so-slowly" because of the whole business with having to use choppers to fly everyone out, instead of just - you know, driving them through the Lincoln Tunnel to suburbia-ville...? I mean, we could have attempted to storm the barricades on their side but -- well... I think that the National Guard who were entering the City at the time would have objected - and their objections come in the form of bullets, you know? And as for me myself, well - I was performing in the shows, in order to see to it that the people didn't exactly Panic on us whilst all this was going on...!

There's a difference between keeping calm and sitting on your ass to watch a play. They could have been preparing for their turn on a chopper or helping to inform others, etc. Especially when sitting in a theatre could make them targets for the people entering the city with bullets. You're a doctor. Surely, there were more important things for you to do than perform on a stage.
