All cultures are different and place different values on different things. If horses are so prized in his culture I would imagine it is an honor to be named after a great horse.

The lands of Rohan have the best horses in all of Middle Earth, and they are lovely beasts, although I fear them much. They are dear to us, both as friends and as workbeasts.

Éoh is the root word for 'horse.' Meara a word for 'horse' Horse-lord, horse-rider, horse-knight. Those are the meanings of names.

We are the people of the horses and to have a name that honors that is not wrong. They are not names of horses, but have 'horse' in them.
