WHO: Owen Harper & Harley Quinn
WHAT: A toxin has been released on the streets of Colligo, and Owen doesn't have any idea how to deal with what he's seeing

He'd been called in early the day before. People running rampant in the streets, tearing their skin off and experiencing a whole range of symptoms. It hadn't been too unusual from a Torchwood standpoint much less a Colligo one, but he'd moved to action immediately anyway because people were hurt, people were dying, and whatever had caused this, whether it was one of Asaph's little tricks or something much more mundane, someone had to do something. The only issue was, Owen wasn't sure what to do. After examining every patient that had been brought in and ordering a through toxicology report on each of them to try and narrow the cause down, the most he'd could still do was treat the symptoms that they were experiencing not alleviate the cause.

There were a handful of cases that had already gotten better. Beyond the cuts and gouges that they're ripped in their own flesh, their minds were returning to normal, their vitals realigning and returning to normal, presumably as whatever had affected them was being flushed out of their systems. But then there were the others, the ones that he could barely get close to, who had had to be strapped down on their beds for the safety of not only themselves but the other patients as well. Most of them weren't lucid enough to communicate, screaming at things that weren't there instead or demanding that someone put them out of their misery, but there was one that Owen hoped would be able to give them a bit more information on the situation.

Not fully cured and confused like those that had healed, she was wavering between lucid and consumed, her eyes wandering to figments that she swore were there one second and yet, vanished the next, and as Owen sat at her bedside, pin light in hand as he tracked her pupil response, he was beginning to get anxious for the doctor that he'd called in from the local hospital to arrive. Dr. Quinzel had seemed his best option when it came to getting to the heart of this issue. There was only so much that he could do in a situation like this. Whatever they'd been exposed to (it had been something like that, that much he'd figured out), it didn't just affect the mind. The majority of the problem seemed to be in the mind, and until they sorted out how the mind was being affected, it was unlikely that he'd be able to determine what was best to do to heal the rest of the body as well.
