Hisoka still couldn't believe he'd ended up in a place like this instead of the GensouKai. How was he supposed to get stronger now? Not to mention that Muraki was here as well and there was no apparent system in affect to deal with criminals like him. Looking at the journal system, there seemed to be entries dating back to a little over a year ago and Hisoka had to wonder just how the place had managed to stay together for that long. As a rule, anarchy as an actual practice didn't work, or at least it wasn't supposed to; people needed an authority figure in place or they'd just run amok.
So the confusion and insanity that had happened just before Hisoka had arrived wasn't that surprising. What was surprising was the relative quiet the other residents lived in between events like that; and that those events seemed to mostly happen when a new resident appeared. Maybe it was these curses that supposedly happened that kept everyone mostly in line. Maybe having a mutual enemy, something to focus their frustration and aggression on, was what kept the place working.
Or maybe anarchy did actually work sometimes.
The only way he was going to find out the answer was to continue observing the other residents of the building, and it seemed that there would be plenty of time to do that. There wasn't much apparently going on at the moment, though, so Hisoka headed down to the library since there didn't seem to be very many people down there. The place was huge and he wondered if it was bigger than the library at the Judgement Bureau. When it was actually intact. He scanned a few rows of shelves, making note of the way the library was arranged before taking a book and finding a table to sit down at to read.
