Jack starts to move. It isn't an easy task to accomplish, not with his arms wrapped around each of the women on either side of him, not when he's still recovering properly from being dead - again.
Not when the body of Rose Tyler is before him, held by the Doctor, who will probably hate him for the rest of Time for not being able to save her life.
He manages to stand, pulling Martha and Gwen with him, though it isn't really Jack right now, not the one they know. He was there a moment ago, briefly, but he can't cope with all this. So his other self steps in, takes control. There is almost no blue remaining to his eyes, they are so dark. He turns, takes in the damage to the building.
"There are parts of the residence unaffected by the explosion," he states firmly. "Stand up, Time Lord. We're moving." And the wolf inside makes him put one foot in front of the other and start toward the residence, pulling Martha and Gwen with him.
