Capes & Knives. Welcome to the Walled City, where anything goes. With crime rates rising in Champion City at an increased rate, authorities had no choice but to ban vigilantes and villains alike. A deal was struck, much to public dismay and hero outrage: The villains and the gangs and the crime lords and the criminally insane could all have a portion of the city (conveniently the Lower East Side; one of the "poorer" areas which was already crime-ridden anyway -- what's the harm in that?). The walls went up, the gates were sealed, and now no one can "officially" enter without proper licensing, and it's even more difficult to leave. Sated by this apparent government-sanctioned playground, most villains have been content to run amuck in their own private prison. But now with the food supply running low and a harsh winter promising to settle onto the city soon, their eyes are turning back to Champion City... And toward each other. Now more than ever, gang violence is at an all time low, and if you live in the Walled City and you've got something that someone wants, you'd better be prepared to protect it with your life. Kill first, ask questions later had become the law of the land. Of course, the nice catch is that with video evidence and a lot of effort, dragging a criminal outside the city can get them arrested and legally charged and locked up for good. Most villains see the city as a playground, and most Heroes see it an an opportunity. |
