"I think with China though, it is such a large country with so many different peoples that it is very difficult for one leader to successfully control all of it for very long. I suppose India is the same, in that way. There are a lot of different interests and needs and for government to work you need an extremely good grass-roots..." He faltered, just realising he wasn't entirely sure if Shi was Chinese or not.
