"It probably has something to do with House Lannister's reputation for generosity. The Crownlands are not poor- there is trade aplenty coming down the road from Kings Landing- but that comes from merchants who measure every coin twice. Our house can afford a little more leniency when we are well-pleased. We control the gold mines of the Westerlands, and through them the purse strings of the court- which is something the kingdom can seldom afford to forget."
