That's the thing, whatever energy signature she used when she was flying dropped off into a dead end when she wasn't flying. Like poof! There one sec, gone the next.

Add to that, one really scanned Carol's energy signature. Because she was one of us and she'd probably try to power punch us in the face.

Right now, trying to get into camera feeds and get a facial recognition hit if possible. That guy's super sneaky though, so he probably knows how to avoid them if he got around the Tower's security system.
