1. Her mother's was just straight up not being there. She's a parent in the genetic sense only when it comes to Bel.
Foggy's was putting so much on her; he was sick and needed help, so he can't be blamed for that, but it also meant that he couldn't properly take care of her. Annabel was very depressed (clinically) as a teenager and nearly failed out of high school because all of her mental energy was focused on her dad. It wasn't fair to make her deal with adult issues like that and robbed her of learning how to take care of herself. I actually think that she got attached to Owen so fast because of her father's death and readily volunteered to help take care of him because being someone's pseudo-nurse was such a constant for her. Luckily, that situation worked out. Getting pregnant and having a needy infant is satisfying that part of her for now, and I imagine that Annabel is going to have a real crisis when the kiddo gets more self-sufficient. She'll be an uncomfortable empty-nester, for sure.
2. Fuuuuck Liz Allan.
Annabel became steadfast, responsible and pragmatic because of Foggy. And he loved her, without question. Most of the good parts of Annabel come from her father. She's an underdog, but she can handle it.
