Billy's human form has sort of subconsciously evolved, influenced by what he finds attractive in himself and who he feels he is. He doesn't think he has control over it, but he does. In a subtle way. It's why he doesn't appear terribly intimidating, he's more or less bare when it comes to body hair, and why his teeth aren't prominent (to contrast what you'd think a wolf-person to look like) -- his human form is far from his wolf form, because it's an idealized not-wolf version of himself. This sort of dissociation from his human body lets him be perfectly vain about it. It represents freedom to move in the world, the opposite of being a visible mutant, and he likes to dress it up all pretty (see #2).
So there isn't much different about Billy from his PB. He's about 5'10" or 5'11" (somewhere in between), extremely narrow-waisted, lean and surprisingly well-built. Regardless of what form he's in, he has claw scars on the back of his neck. They're not huge, glaring scars, but he's a little self-conscious of his human form's "imperfections" -- his natural furry form hides these scars so they look particlarly glaring to him even if most people may not notice them immediately.
His eyes are different colors, but he doesn't think it's sexy or cute. One eye is amber and the other's pale blue, and it's just different enough that it looks like he's blind in one eye. People tend to look and comment on them -- Billy likes to be complimented and looked at, but his eyes are a little too close to being "freaky" and he doesn't want to be looked at for that reason, so he covers them with colored contacts. (They're prescription, by the way. Billy's eyesight isn't perfect and when he's at home and relaxed he'll wear glasses, see #2)
So this gets complicated when we talk body type because Billy's got a couple of wolf forms that I can't translate to icons. Billy was born looking more wolfy than human - like Rahne and Hrimhari, he's got a humanoid posture but otherwise looks mostly wolfish - but snout's a little shorter, he's got opposable thumbs, etc. His body shape is essentially the same from his human form to this one, but he looks bulkier because of the fur.
Billy just looks like a really large wolf. Not... horse-big, but pretty big. Lean, shades of brown and silver. Super cute until he starts growling.
His preferred way to look, where he identifies most and feels more comfortable, is in what he calls his "transitional form" -- almost entirely human save for his wolf ears and tail. He only uses this form with close friends, and he's only started using it in the last couple of years. He kind of struggles with feeling like he's not "allowed" to like this form best, on both sides: he should love his natural form because it's how he was born and he should have pride or he should reject any wolf elements. Billy has a lot of body image issues, tbh, but most people assume he doesn't because he projects complete confidence with his human form.
