Jacob strikes me as being young and hurting and having no words for even saying it was wrong to have that pain. Self blame. I know that's simplifying things. I'm not sure he's looked at what he did willingly, or what was forced on him, or how much Emmett knows. That is not easy.
But - he's a grown man. I cannot fix things for him.
