"Well. There has to be some sort of flow of logic there, even with You Know Who, right? I mean, he might be a spastic, insane person, but it's likely he has a set plan of action if he's going to take the ministry down from the inside. We know he has to have death eaters farcing their way through day-to-day work, but he needs more control than spies. So that leaves the two sources of power the ministry has, really: Wilde and Bagnold. Wilde's a petrified little girl right now and likely counting down to the Wizengamot vote. If Bagnold goes in, Voldemort is going to be set back. Maybe he has someone in Bagnold's entourage? Or Wilde's office? Or at least in the MLE. Anyone who might have a bit of power to dissuade or take control, what have you. Who's pureblooded up there?"
Once Lily got started on an idea, she kept going. She liked to sound out what was swimming about in her brain, so that it was easier to look back and focus. Better to ramble for a few minutes and get it all out, and maybe light a bulb over someone's head, than stay quiet and try and fish the thoughts out one by one.
