You could call him paranoid, he wouldn't deny it, he would just point out that he worked for a government organization that had its fingers in a lot of pies, and tended to piss off people by stopping them from doing things like - taking over the world. And the people that wanted to take over the world tended to have access to things like - ray guns, or DNA from dinosaurs and could clone them (he hadn't seen that yet outside of a movie, but he was sure it was just a matter of time. And honestly, part of him sort of wanted to see what would happen if he went up against a dinosaur. Hell. Part of him just wanted to see a dinosaur). And that wasn't even getting into all the people whose lives he had impacted when he had been The Winter Solider, and not Bucky Barnes at all.
So paranoid. Sure. But paranoid for very good reasons.
He had for example his apartment, the one listed on his SHIELD forms, and in their databases, and the one his mail and his magazine subscriptions came to. And then he had another apartment, just in case. And when he walked to his second apartment (after checking in at the first one) he took routes that took him the long way, so to speak. The long, roundabout, way.
He did work on being alert on his trip to his second apartment, being aware of his surroundings, but as he got closer to his destination he started thinking about having a beer, and sitting down and reading a book. Just. Relaxing. Or coming close to relaxing. So when there was a sudden noise, and he saw something move out of the corner of his eye, he reacted. Maybe, possibly, he overreacted. After all, shoving his hand into his jacket (to grab his gun) and pressing his back into a nearby wall, was a kind of extreme reaction to a rat. Granted it was a big rat, but it was still a rat that was peering out of the alley at him.
At least he hadn't pulled the gun.
