Adjusting his glasses and fidgeting with his note cards, Percy kept telling himself that he could do this. How many times had he made the same presentation to individual Ministries these past couple of months? It would be the same basic information, with new bits of testimony added by Healer Augustus Pye and Draco Malfoy to help solidify his case. He was nervous, not because he had to speak in front of one of the most internationally influential and powerful wizards in the world, but because of the scandal that shook his own personal world to the core.
By his side was Penny - he glanced at her, thankful that she'd come, despite the personal danger she was putting herself into by doing so. At first, Percy thought he might have to ask her to give the presentation instead, if nerves got the better of him or if opinion of his character had become too negative to show his face. As it turned out, while most members of the Confederation were shocked, many also believed it was a ploy to manipulate them, used by Diggory, and that the crimes being committed in the name of safety for Britain's citizens was a much more serious matter.
"You don't have to come on with me," Percy told Penny, straightening his already perfectly straight necktie. "Your personal testimony is welcome, of course, but it's not necessary."
Actually, Percy thought it would help his case immensely if the Confederation heard from another person's viewpoint and experience under Diggory's administrative laws, and a Muggle-born at that. But he was terribly concerned for what Diggory would do to her afterward, once word got out that she publicity stood up against him.
