Power, if applicable: Can read and erase people's memories. Generally only a few seconds at a time - five minutes is his absolute limit before he falls victim to the bad affects very badly. He also can't look back too far without risking it (a week, maybe a little further, if you're very specific so he doesn't have to look through every second) and he must be touching the person to do so.
Where do they live?: A house in the residential district. It's owned by him, thanks dad!
Personality: Though he's certainly a liar with a healthy ability to disregard the feelings of others, Billy isn't quite a sociopath. He doesn't steal, hurting things physically leaves a bad taste in his mouth and is rarely violent or aggressive. Still, he is certainly detached from the actual feelings of other people. He's closer to being a nonviolent psychopath, putting his own feelings above those of anyone else except perhaps, whichever of his small harem of girlfriends he feels most kindly towards at present. When he wants to be, he's the kindest guy in the world - and he definitely has a long fuse. It's difficult to get on his bad side, because you probably aren't worth it; he's easy-going and confident, unlikely to find himself angered by the easily replaceable. Once you do manage to piss him off hard enough though, you're gone. You no longer exist until you do something to put yourself back in his good books.
On top of that, he's a coward to the highest degree. He has no hopes or dreams for the future, no idea of what he should do with his life past playing around. He's a kindergarten teacher because he likes children. Okay, now what? Now he uses his job to pick up chicks. Okay, now what? He has a habit of getting bored and feeling a little frustrated through lack of direction and thus throws himself into other activities, such as picking up girls or partying.
With all that in mind, it's easy to write Billy off as a dick or an idiot, but the fact is he's just got no sense of proportion. After getting spoiled for a good twenty years it's easy for him to just assume that he is the most important person on this planet. With his ability to wipe out memories (which he interestingly enough, rarely if ever uses on himself) it's easy for him to assume that people's emotions don't matter so much, if events can be written and rewritten. The fact of the matter is, Billy views himself as a king because nobody has done a good job of proving otherwise, but he is a benevolent ruler. He is nice to people, to begin with. He never sets out to harm people for his own amusement, even if it is easy to brush peope's feelings aside. Even if it's easily replaceable, doesn't mean you should break it.
This is mostly buried deep though. On the surface, Billy comes across as a sweet, charming young man, good with kids and married to his work. He likes video games and sports and has a compliment for most people he comes across and a talent for making people feel as though they are the only one in the room. His only problem is, that his memory is filled with holes. He's always searching for his keys or making notes of things and the whiteboard he keeps in his small kitchen is covered in scrawled notes.
He likes impatient girls, small children and guys who can play baseball for hours. He does not like being ordered around or treated like dirt.
And while he's a fairly nice person, his one berserk button is his mother. He doesn't understand why she didn't want him and doesn't want to. Although he still half-heartedly google searches her and sends the occasional letter to the adoption agency, he's deeply hurt about her abandoning him and isn't sure if he wants to find her after all.
