Victory itself is a small town with a ... I won't say big heart. But you know those stereotypes of small towns? It is like those! It is split fairly evenly into three districts, one for education (which is where the natural history museum, the high, middle and elementary schools are and a small daycare), a residential area (featuring houses and, closer to the last district, AM's apartment building) and the business/entertainment district. The business/entertainment district is pretty much the centre of the town and is where almost everyone files into in the mornings. This is where the bank AM pretends to be (Victory & General) is - right in the centre of the centre of town.
Seeing as it's right in the centre, a hundred or so people filing in every morning would be a little suspicious. Thus, while there are around five seasoned/general Agents in at all times (and trainee agents have to be there all day) unless they are scheduled to be in there, Agents don't have to be there unless called in - but they must carry their Blueberries with them at all times so they can be contacted. The rest of you schmuks have to go to work as normal though (although shifts do differ - 6-2, 7-3, 8-4, 9-5 and so on).
The schools here are fairly mediocre - until he disappeared with three top students he was supposed to be driving to an expo about a year ago, the principle focused all the high school's energies on science and the current interim head is a little incompetent so the teaching is a little lopsided. The very small class sizes in these schools helps though - the elementary school is pretty much just one class of around ten pupils and is taught in a room loaned by the high school. The day care is more or less a glorified babysitter. SMALL TOWN.
The natural history museum has a quietly amazing section on evolution. Quiet, because it is never advertised. The museum itself is a silent place, rarely populated. It does, however, boast one or two very skilled scientists, led by a certain discredited biologist, but I will discuss this more later.
The entertainment district is pretty damn small. There's a bar for certain and...whatever else you'd like to put in a small town. I won't add too much cuz I figure the players will populate this themselves!
The residential district is populated with houses owned by the residents of Victory. Within walking distance (not that everything here isn't within walking distance BUT WITHIN MORE WALKING DISTANCE) of Victory & General is the apartment building owned by the bank - it is seven floors high with 6 rooms on each floor. Each of these rooms is big enough for about three people to live in and you can request to live with someone in particular or allow yourself to be assigned at random! I will put up a list of apartment buildings soonish!
