Please note that room assignments are slightly flexible. When a character is approved, they are given a room assignment and (if one is available and the player agrees to random roommate assignment) a roommate. This, however, does not mean that a character is forced to stay in the room where they are assigned.
Let me break this down a little better.
Bob is assigned to a room with George.
Bob's sister arrives at the hotel and is assigned to a room on her own.
Bob would prefer to stay with his sister, so he does so.
Bob would not be forced to remain in the room where he is assigned with George.
However, please note that Bob's PDA would only open the room where he was assigned.
In short, Bob could stay in the room where his sister is assigned, but he would not be able to open the door with his PDA. Bob's sister (and any other characters assigned to her room) would be the only ones with the ability to open her door.
Hopefully that clears things up a little better. Also, please be aware that room changes are available for purchase with points earned each month through scenes and network interactions. A room change would update the PDA of the character to open their new room.
There are several situations that could arise when room changes are concerned, so we'll break this down a little more.
Same as before, Bob is assigned to room with George. Bob's sister arrives and has her own room with her own roommate. Bob's player has accumulated enough points for a room change. If Bob's player and the player of his sister agree, those points can be spent to move Bob and his sister from their current rooms into a new room. Either player could play the entirety of the point cost or they can split the point cost.
Same scenario, but Bob's sister does NOT have a roommate would be basically the same, however, the entirety of the price would be on Bob as he would be the only character moving rooms.
