-Universal Registration: Every resident of the United states is issued a Registration Card either at birth or entrance into the country. This is mandatory and accepted as a simple fact of life, much like social security cards are now. Blue cards are issued at birth to all citizens and starting at age five photographs are added that are updated every year when school photos are taken. When/if a child manifests a power they are required to report to the local SHIELD office, where their powers are evaluated and assessed, and they are issued a new green card to indicate their changed status. Most characters will, therefore, have green ID cards. Adult (eighteen and over) powered humans will be issued yellow cards, non-powered adults receive orange, SHIELD Agents (not cadets) red, and regular military brown.
-Red Bands: Persons with mutations that make it dangerous to be touched (i.e. Rogue and Wither) are issued a red medical alert band. It is mandatory that they wear it at all times, both to avoid dangerous situations in day to day living and so that in case of an emergency no first responder makes contact with their skin. The bands have the wearers' identification number on them, and first responders are able to use that to access a database that gives them more information on the person's powers. Though the bands are only issued to persons with certain abilities, everyone is educated on why they exist and what purpose they serve.
-School Administration: While the Xavier Academy and its satellite schools in Savannah, GA, Lincoln, NE, San Francisco, CA, and Seattle, WA were all founded by Charles Xavier and Erik Lensherr, these men have since retired to positions of overseeing the entire system and have passed on all direct supervisory roles to others. Scott Summers is the Chief Administrator of the flagship New York Campus and oversees all administrative aspects of its operation. Lorna Lensherr is the Headmistress of the college and is primarily responsible for academic matters and staffing, Wanda Lensherr-Darkhoelme fills the same role for the middle and high schools, and Jean Grey-Summers oversees the elementary education program as well as being in charge of Cerebra and telepath education at all levels.
-Cars: Students 17 and over are allowed to have cars if their personal finances allow for it and they are in good academic and disciplinary standing. For those without their own transportation there is a bus line to Salem Center and a high speed train that makes the trip from the school to New York City regularly during the day.
-Curfew/off campus privileges: Students 14 and over, and in good academic standing, are allowed to leave campus unsupervised for trips to Salem Center after they have met all academic obligations for the day and must return to campus . Students 16 and over receive the same privileges, extended to New York City as well. All students leaving campus must have their IDs scanned on exit and entry, and register a general itinerary. Students 14 to under 16 must return to campus by 8pm on weeknights and 9pm on Friday and Saturday, students 16-18 and still in high school have a curfew of 9pm on weeknights and 11pm on Friday and Saturday. There is no curfew or restrictions on leaving campus for those in college.
-Dormitories: Middle school students live four to a dorm room, with a spacious bathroom shared between every two rooms. High school students are primarily housed two to a room, with a bathroom shared between every two rooms. Special cases at any age may be housed in singles with private bathrooms.
-Room inspections: Will be conducted by the administration monthly for middle and high school students. While the window in which they will be conducted is set, specific days and times are not made available. These will occur off-panel unless something will be found, in which case please speak to a moderator to arrange for the appropriate administrative response. (Translation, your character screwing up is at your discretion for your enjoyment.)
-IC communication: There is a school journal system which allows threaded journal posts with all the same privacy settings you'd find on a site like live journal. All students also have access to the internet and have been assigned school email addresses. In addition to this, students have all the same means of communication available to them we are used to: email, telephone, text, IM, Skype, etc. Posts of these types should be made to a character's personal journal, and the subject line should indicate what the means of communication is as well as the recipient(s) and any applicable privacy settings. The school administration frequently disseminates information to students via email.
-Student body: unpowered students account for about 10-15% of the student body, with the bulk of them in the lower school, where the younger siblings of powered students are encouraged to attend with the expectation they are likely to manifest useful powers when they're older. The school is extremely prestigious and there is also a small but notable population of unpowered students who attend because their parents had the connections to secure them a place. Boarding does, indeed, begin as young as age five, though this is unusual.

-Dorm lounges: Are located on each floor in the high school dormitories. These contain: tables and chairs for studying, a sofa and television, a microwave, toaster oven, electric kettle and coffee machine. A refrigerator is also kept stocked with individual serving bottles of water, assorted juices, milk, and chocolate milk. They are available to all students who reside in that dormitory and their authorized guests.
-Campus visits: Parents and siblings are always welcome to visit, and may make arrangements through the school to stay on campus in small suites provided just for this purpose. Though many parents, of course, choose to stay in town instead. High school students' friends may, with prior arrangements and consent of a student's room mate, visit and stay in the dormitories. This of course only applies to same gender visitors and only on weekends or school breaks. College students may have visitors at any time, though room-mate consent is still required and the stay must not last more than three consecutive days. S.H.I.E.L.D. cadets may have visitors only on the weekends, and only if no training exercises are scheduled for that time.
-Overnight visits: Middle and high school students are not allowed to stay overnight in rooms not their own, nor to be in the room of students of the opposite sex past curfew. (Yes we expect this one to be broken, just don't get caught...unless you want to.)
-Sex: Middle and high school students are expected to refrain from engaging in sexual activities while on school grounds, as well as to refrain from engaging in sexual activities off school grounds until they have reached the age of consent. (Another one we expect to be broken, but we do require that there be no sexual content involving characters below the age of 16.)
-Alcohol: No alcohol is, of course, allowed in any of the middle or high school dormitories or in any of the public areas of the campus. College students and S.H.I.E.L.D. cadets who are of legal age to drink may do so, but are expected to keep their consumption within reasonable limits and restrict it to the privacy of their dorm rooms. No alcohol is allowed in any room where all residents are not 21 or over. (Yeah, figure this one's getting regularly flouted as well.)
-Drugs: The school has a zero tolerance policy for possession or use of any illegal drugs.
-Computer use/access: All students from middle school on are provided with personal laptop computers, though they are also welcome to provide their own, higher end equipment. Middle school students' computers have parental controls on them to block accessing 'inappropriate' content. High school students' computers have no blocks, as the school's attitude is that they have been provided with the tools required to navigate the virtual world safely and should be trusted to do so. There is, however, extensive clandestine monitoring of all student computers and if it becomes apparent that someone is not capable of responsible computer use they will experience consequences.
-Consequences: Breaking any of the above rules can result in any or all of the following depending on the severity of the infraction: demerits, detentions, suspensions from activities, loss of privileges, confiscation of property/contraband, change of room-mate, and, in the most extreme cases, expulsion. All punishments will be handled on a case by case basis. And please remember, these are the school's rules and we expect they will be routinely broken. If you don't want your character to be caught please have them be clever about it and if you do please get in touch with a mod to arrange for it.
-Cafeteria: All residential students have access to the cafeteria, as well as a student cafe on campus. Student's IDs are used to 'pay' for their meals, and the school system keeps track of what they have purchased in what quantities. While the nutritional portion of the menu is all you can eat, what is effectively being kept track of is their junk food and soda consumption. This is allowed in rationed quantities only, and once a student has used their ration for the month they will no longer be able to purchase them from any campus facility. If a student does not use their ration for a month the credit will roll over to the next month. This has led to the development of a brisk trade in ration credits for sodas and junk food.
-'Mutants': While the genetic alteration which results in the birth of powered humans is freely referred to as mutation, the term 'mutant' is almost universally considered a slur. In polite company one only refers to 'powered humans', though there are many sub-sets of society who choose to use the term mutant, some as a derogatory term and others in an effort to 'reclaim' it. Students who are caught using the term, as well as any other racial or ethnic slur, will be punished.
-Uniforms: All students are expected to wear their school uniforms to all classes and official events. Appropriate regular street clothes are permitted as casual wear in the dormitories, cafeteria, and all other public buildings catering primarily to non-academic use. While college students are still required to wear uniforms to classes, they are no longer required to wear the school blazer. S.H.I.E.L.D. cadets' uniforms differ from the regular college and high school uniforms as illustrated below.
-S.H.I.E.L.D.: While publicly S.H.I.E.L.D. only provides assistance with powers training and some specialty academic subjects for the schools, in reality they run the entire operation as a training and recruiting ground for future agents.
-Surveillance: The students are clandestinely monitored at almost all times. Their communications are not private and only their bedrooms and bathrooms are not bugged. S.H.I.E.L.D is very thorough in monitoring and protecting its future assets.
-Sports teams, clubs and extra-curricular activities: the school provides a wide variety of activities and their sports teams are nationally ranked. Please see here for a list and feel free to suggest others if something's missing your character would like to be involved in.
