I look at Open Source Web Design (oswd.org) and Designload.net for design/layout ideas. Designload.net has more tech/business/flash layouts, but they do also have a goodly selection of artistic/blogesque layouts. You have to have a paid membership to download their templates, but if all you want is inspiration, you're good to go.
Another one that I used to use, but haven't looked at in a few years, is basictemplates.com. I stopped going there because I started to notice that many of their new designs were either too precious for my tastes, or were simply variants on older designs in their archive. Either way, it's a good source of inspiration.
With any of those, you can either get whole-layout ideas or ideas for different widgets (navigation, content display, overall layout).
Layout Gala (http://blog.html.it/layoutgala/) is a great place to find basic CSS layouts. You pick where you want your header, footer, body, navigation - then go in and edit the CSS to display the colors, margins, spacing, etc. that you want. The other nice thing is that once you've got your basic HTML in the containers, you can just change the CSS and radically alter the front end (suddenly switch the navigation bar from the right to the left, for example; or even put it at the bottom of the page.)
