I can see the problem with this as presented. As noted elsewhere, in the Golden Age there was the excuse of patriotic rallying to that sort of image.

In retrospect, Cap NOT killing Hitler without a seconds hesitation when given an opportunity, IS an issue. We're not talking Batman not killing the Joker here, both are fictional. Here we have a representation of a real, unspeakable monster, you don't use a sleeper hold on him, you snap his neck. And yet at the same time, we know Cap never did do that. It's just unsatisfying on a number of level (in the sense that this could ever be a satisfying issue)

Oh, and Bucky is posed VERY strangely.

THis is the cover, not an actual page from the issue. Also some people did wish that Hitler could have been captured and condemned at Nuremburg. That's what they did(or were going to do) in an issue of What If?

I don't imagine this is supposed to be plot-representative; it's just a spin on the cover of Captain America Comics #1 (though Cap punching Hitler is apparently in-continuity; Brubaker referenced it earlier in his run).

And that's another thing. Imagine Cap coming back to this time, knowing what he knows now about the war, though he knew plenty. But knowing the full scale of the Holocaust and so forth. Just TRY to keep him from Hitler.

Odd association but...Bucky reminds me of that scene in Airplane where Ted Stryker is painting a fiendishly violent picture of a soldier from a live model. The guy's got his leg twisted over his head and a dead baby in one hand and a rifle in the other? And that same kind of death grin.

It's weak art. There's a lot of attention to surface detail and coloring, but the layout has no impact. It doesn't draw the reader in. It doesn't sell a dramatic moment. Also, I think Cap's face is just drawn ugly and Bucky with a GI helmet looks dumb as anything.

Not Hitch's finest hour, there; besides, Cap needs to be throwing a punch, with one of Hitler's molars flying towards us in the foreground, roots lovingly detailed.
