In the intro to the Gods and Mortals trade, Perez calls Berger the gold standard by which he judges all editors, which, as you say, evidence suggests is not exaggeration. Though interestingly, the run actually started under the aegis of Janice Rice; I'm not sure when, exactly, she was replaced, but it was her decision to put Perez on the project (mostly in hopes of moderating Potter, it seems), so there's a halo out there for her as well as far as I'm concerned.
I don't understand why Dr. Psycho had to be toned down by the later editors, though.
Gail's done some good work making Psycho legitimately horrifying again (the thing with the kid on the airplane, Jesus). Poor Barbara Minerva on the other hand... well, I could do a whole series on that. >.>
