As far as I know, this place is run on the assumption that if you remove the criminals from the world, there'll be no crime--they don't want to punish us, or reform us, just get us out of the way. Either way, they've got these robots that round up folks with chains and herd them around doing menial labor and stuff for a few days. Being babysat and made to do chores seems like the extent of being locked up around here.
