I see no reason why a clever dressmaker cannot make robes. So the answer to your question depends entirely on your style and your budget, I expect. Cumberland has no shortage of tailors and seamstresses.

I thought the same, but one of the tailors I went to said they wouldn't make them without a schematic, and another said they weren't familiar with the material. The third said they don't make clothes for rabbits

I regret to tell you that you have been going to incompetent tailors, then, unless you expect them to sew from something other than cloth, or you intend for your robes to shoot fireballs for you.

Is dragon hide too strange a material?

Well, that is certainly not cloth.

For something that would bend your common needle, you'll want an armorer, not a tailor.
