Summary: Dora is none to happy with the fact that Remus is going to have to register, and decides to lodge a formal complaint.
Minister Umbridge,
My name is Nymphadora Lupin. I'm an auror. I also teach Defense Against the Dark Arts at Hogwarts. I'm writing to you to lodge a formal complaint. I've worked for the Ministry since graduating Hogwarts and I know how this works. It's a formal complaint and you've got to at least read it and file it away, if not do anything about it.
I've not agreed with all of your decrees, but I could deal with their intrusiveness until I saw Decree #4, and that's what's forced me to writing this owl. This fourth order you've put out is absolutely absurd, that's the only way I can put it. The registration of the supposed 'dark creatures' is just not necessary, and a violation of privacy beyond comprehension. Though of course, given your other ridiculous decree asking us to tag our owls, I suppose I shouldn't be surprised. (I do hope it's helped, by the way, being able to track Rosie the owl from my house to your office.)
I've no idea if anyone else's written you, but I know I'm not the only one who finds this wrong. Maybe it's just that I'm married to a werewolf and so this hits very close to home. You've no business asking those who've done nothing wrong and have actively served our community to register as if they're common criminals who must be kept under surveillance for fear they'll inevitably do something wrong. Three of the people who your decree will force to register are amazing educators who've done nothing to undermine the security or safety of Hogsmeade, or what's left of the Ministry in general. It's not right what you're doing, singling them out like this.
And then, concentrating your energies on finding the punishing those who've done nothing wrong except refused to submit to unethical treatment? Enforcing fines on people for silly little things like posting fliers (which you seem to do with a horrid and disturbing ease)? Quite honestly, I'm sure there're better things the Ministry could be concentrating on, Minister. Like, for instance, unsolved crimes in the Auror department. Like my mum, because I've heard nothing on that. There is absolutely no point in registering 'dark creatures' who've been living in Hogsmeade for ages now, and getting along just fine with the rest of us.
