Owen was thinking they should have incapacitated Simms somehow. At the time it had felt wrong to do anything more than keep him locked up. To Owen, that was a pretty brutal punishment itself. But he hadn't wanted to make that decision because it came so very close to crossing a line. "I think," he began slowly, glancing at the window again, "that if this kind of situation comes up again, we need to start taking votes as a house as to how to deal with it. We've been here awhile, but Simms was the first person to outwardly display aggression towards people. I doubt he'll be the last, but none of us really knew how to handle the situation without potentially crossing that line. I don't know. I know house meetings haven't generally gone over very well, but we can't let this shit happen again."
He had no idea if those cameras would actually do anything to help them. He was cynical enough to believe that They would just tamper with them to help spread dissent in the house. But he kept that opinion to himself, because it couldn't hurt to at least try and hook them up to see if they could keep a better eye on things. "We haven't heard from Them in awhile. I don't know what they're planning, if anything. I don't know if they're going to help you, and the others who got hurt. Or if they're going to punish Tobias, or the house as a whole."
