Not sure how this would work as a punishment, since I suspect Onozuka might enjoy it, especially if Kikuchi is doing the spanking! ~_^ And oh yeah, he definitely enjoys feeling superior, which I suspect is why he keeps Miyasaka around, and to some extent, Katou. Katou isn't dumb, but he's pretty straightforward, which can leave him vulnerable to Onozuka's manipulations.
And yes, I totally feel like we are channeling the same universe! I was finishing up the rough draft of my next K/O fic just before you posted your ficlet. It's mostly about K & O at the press conference for their movie, but the last section features Mochimune seeing a brief interview clip with Miyasaka on TV and being intrigued by his raw passion. So when I read this fic, I was thinking, "Wow, it's almost like we're writing the same story at the same time, with a few small variations!" Of course, I must admit that you and Bronze Ribbons have heavily influenced my view of Mochimune with your wonderful fics.
