Brows lifting in sudden understanding, the Doctor mentally kicked himself. Had he been rude? He knew guilt, she wore it close to her heart in a way he could relate. Her experiences must have been terrible. That sort of power could be terrifying, but he saw nothing but a brilliant goodness in this troubled girl. Anyone aware of the danger their abilities possessed was already on the right track.
Even he found his way after stumbling through darkness a time or two.
With a smile, the Doctor shook his head. "Ohhh, I wouldn't say that it's beyond your control. You've made something beautiful whether out of fear or happiness, guilt or excitement. Looking at it as something negative is your first problem. Sorry, was that rude?" He scratched at one of his sideburns speculatively. Where was Rose when he needed confirmation on these things? Shouldn't have gone wandering without her.
He was already too used to her being around.
"What I mean to say is," the Doctor said after clearing his throat. "Any power can be a problem, controlling it isn't the course. Accepting it as part of you, that's the trick. Then it's like breathing, dancing. What's made you unleash the cold--sorry, what was your name? I'm the Doctor. I can help," he paused to offer his hand for a shake. She was at least partly human, surely that was a custom for her in her universe? "If you like."
