Agent Barnes knew better than to disobey an order. His failures had led to the valuable knowledge that he was still the weapon that HYDRA had built, and that his lapses were atypical, not to be repeated. Here, now, he would make up his mistakes. The incompetent agent had given him a new mission, a chance to redeem himself. And he would obey every order that Agent Jefferson gave him.
He would do nothing to compromise the integrity of his mission and he would protect, with his life if necessary, his charges. The Winter Soldier would not be a project terminated and thought of as a good idea gone wrong.
So he had been hyper-vigilant, watching the networks and lending his voice privately to certain communications that could be considered very bad ideas and very definite ways to get people killed. (The barricade idea in particular struck him as a very definite way to get people killed.) It had been rather eye-opening; very few people here seemed to know about HYDRA and the work that Agent Barnes had been assigned to do.
That was good knowledge to have, although Agent Barnes did not generally view it as acceptable best practise to go around sharing HYDRA secrets anyway.
He kept his eyes mostly on the window, where Agent Jefferson's female associates lived. But he kept his attention on the people passing below on the street as well. He could not afford to not be aware of everything.
The sight of the incompetent agent on the street below jarred him enough to realise that the agent must have been looking for him or Agent Jefferson. Agent Barnes dropped from his vantage point to the ground. He strode purposefully toward the incompetent agent, until he was nearly within touching range. "Did you have a change in orders?" he asked. No greeting was necessary; the incompetent agent had come to see him and business preceded pleasantries.
