To say that Regina Mills was a practical woman would be... not entirely accurate. It was a fact that she wasn't proud of, but the truth was that when it came down to it, she was a very emotional creature. She was quick to anger and rash action, and prone to making decisions before thinking them through entirely. It was very much part of what made her descent into evil so easy, and her attempt to rid herself of it entirely so difficult.
So, no - she was not a practical woman by nature. But she was trying to be. Which was why, despite her personal desire to avoid any and everyone from Storybrooke and the inevitable pitchforks that they carried with them, she'd reached out to Ruby Lucas. She seemed the least annoying and most forgiving of the town's residents, thus making her a very feasible ally. Lord knew she could use a few of those.
